Thanks! I guess using ads would be my only solution then... And yes this is for 
Android - I'm aware of it not working on iOS as maps loads an external swf 
which IOS doesn't allow.

Yes I believe so, and yes the enterprise license is very cost prohibitive for 
paid mobile apps. You could release a free app that is ad driven however, that 
is completely acceptable. If you must charge there might be other APIs out 
there that don't have the same restrictions. Keep in mind however that the 
flash maps API does not play well if at all with the flash packager (if that is 
what you were planning to do). I don't believe anyone has had success using the 
flash maps api with the flash packager for iOS. It should however work on 
Android.

You can charge for development of a Google Maps application. The terms of 
service and the enterprise license apply mostly to applications that do not 
have public access, or require a subscription to use. So if you're planning to 
sell an application using a Google Maps API, then you would have to acquire an 
enterprise license. I imagine if the kiosk is publicly accessible, it should 
not be an issue.

If you develop an application for a client, and they want to lock it behind a 
pay wall, they are responsible for getting the license, not you - and you 
should inform them of the terms of service.
