It only violates PIPEDA if Google records/stores the ip without the
user's knowledge.

If your company has a policy on external links (That you have to warn
the user that they are leaving your domain if they click on an
external link)

You should be able to do the same with the google maps. Warn the user
that content from a 3rd party (google) is being loaded, and give them
the option to cancel before you dynamically load the api.
