Are there any legal experts who can answer the OP's question? I am in sort of the same boat. I am currently evaluating Google Maps for our company's web product. We currently use MapQuest, but are considering switching. One requirement is to provide static images for inclusion in a printable pdf file, and another is that since said images should be able to contain 100s of markers (resulting in an URL far too long to use with the static API).
