In principle, yes. In practise it will prove more complicated. As I
mentioned before - imagegrabwindow(), which would require PHP 5, and
would only work on windows could theoretically be used, though I
havent attempted it with google maps myself and am not aware of anyone
having tried. See http://php.net/manual/en/function.imagegrabwindow.php
for more information. HOWEVER - I'd rate your chances of google giving
you written permission as extremely slim, and you'd probably need
multiple permissions not just from google but also the data providers
who actually "own" the content like TeleAtlas etc. Even then,
imagegrabwindow() is one of the most awkward pieces of code to use in
a consistent, reliable and useful way and requires a fairly advanced
understanding of code to implement. Depending on your knowledge of the
code I would rate your chances of getting it working as even slimmer
than getting permission.

My advice is to save time and not investigate the image/PDF concept
any further. If you want to make something that is easily printable
then simply design a page that is constrained into a size that would
print neatly onto paper, this is what most exisiting websites do in
these situations.
