As also described, background maps are not Google's to give away. They/we are using them under terms imposed by the map owners e.g. Teleatlas. Who needs to print these web-based maps, what for? It's reasonable for individual end-users to print their own copy of a webpage with map, e.g. directions from A to B. According to the terms, its okay for a pizza joint to print 5000 flyers featuring a "find us here" map.
