Acrobat Reader isn't a web browser.

I guess so. The map tiles don't belong to Google; and they will have
paid quite a lot of money to distribute them, so they don't want to
upset TeleAtlas. It's quite likely that at least some of the Terms
come direct from TeleAtlas.

I expect that Google will simply point you to the Terms. I reckon they
are quite explicit.
