Patch with dynamic download limiting
Here is my update version of attachment #31.
Basically all the changes I have made are to download.py but have attached
complete patch for r662. Each download thread now looks for changes to the two
configuration parameters that relate to bandwidth throttling. If these change
then the reference start time / block count are reset under certain conditions
(throttling enabled or if the rate is reduced).
The result is a quicker visual response when changing the values on the
download tab.
Let me know what you think. Sorry it took so long, but for some reason it
took me ages to come up with a tidy solution....I hope this is it!
