I am not 100% sure what you mean here.  Are you able to elaborate a bit for me
please?  Did you simply check/uncheck the Limit Rate check box and it had no
effect?

I confess to not testing at such small rates.  I was testing at 20Kb/s and
above,  The actual lower bandwidth limit is going to be a function of your
actual download bandwidth.  I have just done a trial and like you I was only
able to get the limit down to around 5kb/s.  With a modification I was able to
get it down to 1Kb/s.  I guess it depends what low limit we would like to
achieve?  I'd be interested in your thoughts.
