OmniGrowl is an application. It is not part of Growl and it is not developed by the Growl Project. It is completely separate from Growl. So, in order for OmniGrowl to be able to do this, we would have to let app developers, such as Wooden Brain Concepts, specify the notification's “lifetime” as part of the notification.
