I think a user's natural tendency is to want to have all options
enabled. Couldn't the same option exist in the pref pane, except with
the logic reversed? Like in this quick mockup: http://i.imgur.com/T8Z7v.png

For what it's worth, a user can always stop Growl from the menu bar
instead of navigating to System Preferences, selecting the Growl
PrefPane and then clicking Hide All, so maybe removing it is best. Now
that I think about it, why _does_ Growl have a start/ stop _and_ a
hide/ show option? Is there some some functionality I'm missing that
is done off screen, where one would want to simply remove screen
notifications but not stop Growl altogether?
