I think a user's natural tendency is to want to have all options enabled. Couldn't the same option exist in the pref pane, except with the logic reversed? Like in this quick mockup: http://i.imgur.com/T8Z7v.png
For what it's worth, a user can always stop Growl from the menu bar instead of navigating to System Preferences, selecting the Growl PrefPane and then clicking Hide All, so maybe removing it is best. Now that I think about it, why _does_ Growl have a start/ stop _and_ a hide/ show option?
