Not in the general case of Growl launching amid other apps, as there won't be many already running.
When Growl does launch later in a session, it's more expensive—about a dozen bundles to look in. We won't know how expensive it really is until it's implemented; one relief would be to do them serially, and another would be to insert some amount of time between apps.
