The translations are handled in <https://codeberg.org/guix/translations/>

We use po4a to generate/update po files, then we use po4a to update the 
translated manual.

In the main repo, we fetch the po files with the download-po target 
<https://codeberg.org/guix/guix/src/commit/65b0647e89173731402f69878340b4748709e779/Makefile.am#L1344>

The local manual is generated by the rules in 
<https://codeberg.org/guix/guix/src/commit/65b0647e89173731402f69878340b4748709e779/doc/local.mk>

And the online version by 
<https://codeberg.org/guix/guix/src/commit/65b0647e89173731402f69878340b4748709e779/doc/build.scm>
