Assuming that the systems work the way you want and aren't just "what 
the GURPS guys want you to have. And magic works about the same as it 
always did. So do superpowers, but they are much better balanced and 
priced.

And yet ST and HT are the same price or cheaper than they were, as are 
high levels of DX and IQ. Mental skills cost more than they previously 
did, not less, magic is about the same as it always was (barring some 
spell from the Grimoire that should've been nerfed in translation) as 
long as you keep Magery down to Magery-3 or less. Psionics now cost the 
same as any other power, and aren't massive underpriced in high point-
value campaigns.

And in 3e you could still get about Fencing-18, which would give a 
fencing parry of 12+PD. Pretty good in 3e.

And in 3e using extended Magery rules the 205 points you spent on 
IQ+Magery would buy IQ17 + Magery-7, which is only one point lower in 
terms of IQ+Magery, still lets you buy all spells at 20+ for one point, 
and makes your mental skills even cheaper. How is 4e more broken?

Honestly, I don't see it. The one issue I can see you having that's 
real is that because all this is in the Basic Set there might be an 
expectation by the munchkins that this stuff is all available in a 
campaign. As this is no different from having to explain that your TL3 
fantasy game doesn't allow AK-47s, it shouldn't be a big issue either.
