If your idea was to have fluid drops instead of splinters from a hard material, I think the effect will depend from the size of the drops, their mass and the structure of the target. But to be honest, I doubt that it will have any positive effect at all - otherwise, you would find such a grenade or warhead in the arsenals of the armies of the world. Ok, I confess that this kind of logic is not always compelling, but related to military issues it worked most of the time.
