The stuff also makes quite an environmental mess. While that didn't stop armies from building dirty and very effective weapons (cf DU), I believe that such considerations enter the balance. Is the slurry warhead good enough to justify the spills? OTOH, would the slurry have to be an uncommon/toxic material, and could this thing make a 'forensically deniable' KE weapon?
