If your idea was to have fluid drops instead of splinters from a
hard material, I think the effect will depend from the size of the
drops, their mass and the structure of the target. But to be
honest, I doubt that it will have any positive effect at all -
otherwise, you would find such a grenade or warhead in the
arsenals of the armies of the world. Ok, I confess that this kind
of logic is not always compelling, but related to military issues
it worked most of the time.

The stuff also makes quite an environmental mess. While that didn't
stop armies from building dirty and very effective weapons (cf DU),
I believe that such considerations enter the balance. Is the slurry
warhead good enough to justify the spills?
OTOH, would the slurry have to be an uncommon/toxic material, and
could this thing make a 'forensically deniable' KE weapon?
My mage/combat-engineer character is contemplating using maintainable
Create Object to 'build' the warhead. His thinking is all about
"softer", more efficient energy transfer vs.some obstacles. He
wants them *moved*, not blown away in splinters. He doesn't really
care about the toxic effects.
Hmmm, what about going the *other* way? Like filling the outer shell
with compressed helium?
