Broadly speaking, if you want more blast effect and aren't interested in shrapnel, the best filler is more explosive. If you are more interested in heat, filling it with incendiaries may be a better choice. Unless you're building a shaped charge, no buffer material is really going to be much of a factor -- the primary buffer material for a blast in air is the mass of air that gets displaced by the blast.
