How about overflight permissions? There are treaties for commercial
air travel, but they don't apply to combat ops. A neutral neighbour
would be forced to intern the sky carrier until the end of the war,
or risk that neutrality status.


Yes you need them. But to get into a landlocked country you need the cooperation of a neighbour anyway. It's easier to get then permissions for ground troops anyway. And if you have a first world superpower vs minor third world country situation, you always have the option to violate the airspace and then ask for forgivness with a big present.

And for scenarios like entering the mediterranean (the persian golf would be similiar) you have more options coming by air. Forces that oppose you have to pay off more players to keep you out, and you are less dependent on a single ally.


But that doesn't answer the question about the loadout.

Ten fighters, some AWACS, a couple of tankers, plus helicopters
for search and rescue? That would be a balanced mix, but does a
skycarrier need AWACS and tankers? It is an airborne base all
by itself.


AWACS as in big non expendable units don't seem to fit, that should be something the carrier does by itself. Sensor drones could be used though.

The carrier will be equipped to receive supplies including fuel i guess, so there should be place to put tanker planes at least temporarily. But otherwise i don't think you need tankers.
