For TL8, active sensors are probably still the way to go for AWACS.
Passive systems are too easily disrupted by environmental factors 
like rain. And you could make a very good case that active sensors 
shouldn't go onto multi-billion-dollar platforms.

Unless those expensive platforms can defend the radar better. A TL8
drone probably won't come with multiple CIWS systems, but a carrier
does. I wonder, has anybody written a TL9-11 Ogre Magi?

I didn't plan that, except for very small loads on a courier plane. 

A sea carrier gets small loads by plane, C-2 Greyhound, and bulk 
resupply by replenishment at sea. The sky carrier equivalent of 
RAS would be another giant aircraft, flying alongside the carrier
and hoisting sling loads over. That doesn't sound like a good idea
in the air.
