They had thousands of years to count the buttons. More likely that 
the production capacity is limited. The minifac from 3E UT takes a
year to replicate itself if there are no prefabricated parts.

That makes it too easy to destroy the base of the civilization by 
"military necessity". Hence my idea of a kind of firewall between 
those who are required to rebuild things and those who fight 
among each other. If those who build never fight, the fighters 
can be taught not to fight them.
