They had thousands of years to count the buttons. More likely that
the production capacity is limited. The minifac from 3E UT takes a
year to replicate itself if there are no prefabricated parts.


If trying out buttons often comes at a cost (like loosing unreplacable minifacs) then it is plausible, that not all buttons will be tried out. And if they do not have the proper UI the minifac is supposed to be used with, but only use some backdoor, intended for maintance by experts, who know what they do, then many available buttons will render the minifac effectivly unoperable by "scavangers".


In that case, you have the option of inserting a background changing quest item, if you want that in your campain.
