Iuba went to Halbert as the first Bemanni he found in Rome, mostly with the idea to find a Bemanni community or something similiar. Halbert has no such connections though and tries to sell him what he can provide instead.

I have already used the idea, that studying magical objects, rituals or books, belonging to the wrong god (all magic is based on some sort of god or another in this campain), does help your magic. Mostly as reason why various cults tried to steal different cults stuff. Halbert relies on that common knowledge.

I imagine Iuba as somewhat gullible indeed.

The pcs now should be sent to inquire about artist2. If i don't get a
better idea, it can be "my relative has joined that crazy sect and now
they look for that sleazy guy. can you please check if that is something,
where my relative can get into real problems".

Somebody thinks that artist2 has an affair with a noble lady, and that
riffraff should be firmly encouraged to stay in their place. Would the
PCs (being riffraff themselves and used to violence) please take care
of that for a little consideration?

Or artist2 could have indeed had many liaisons, and one of them might consider his leaving to be motivated by a recent quarrel. The pcs should inquire and bring the message, that things could be mended again.
