How do you steal somebody? Do you mean kidnapping? 

To the Romans, a slave was a thing. How do you steal a slave?
Get him/her away, into a rural district in a different province,
and running "home" would be about as practical as running away 
to join some bandits in the hills. Not everybody's cup of tea.

Would the rightful owners assume that the slave has run away?

Why steal a slave? Just for the market value? That doesn't 
justify the effort by the team of con artists.

The slave knows something and isn't for sale. Because of the 
new household for the dowager flamen?

Stealing a free person is a different ballgame. He/she would 
be better able to make a run for it unless the victim is 
under guard all the time.  

Could the thieves transport a victim and claim that he/she was
a recalcitrant slave? A greek one, clever and able to speak 
with an upper-class accent.
