I guess greeting, announcing guests and be their primary contact is the
best, as that allows them most running around.
If they impersonate domestic slaves, they could be shaven and
barechested, if they're "decorative" enough.
They could have let their hair grow again ever since the last caper,
when was that? A month or two of growth are really visible.
The primary reason for them being shaved, is that the pcs should recognize
them by their modus operandi, but not by the description how they look
like.
Their modus operandi is, to have many guys that look the same run around,
making it impossible to track their movements. Propably some drop the
costume for a while.
The most sensible thing for them to do is to wear some very conspicious
robe, that hides individual differences in their build, though they might
go for body painting as well. If they pose as priests they can paint
themselfs with holy symbols, that draw attention away from identifiable
features.
I guess masquarading as monks or priests is a good plan for them, as that
gives some extra exclusivity if they explain the artistic properties of
the merchandise, and some cult doing things for money or as favour to a
patron is AFAIK not something, where you have trouble to suspend
disbelief.
I can make them Ba'al monks, since Ba'al was a rather general term for
lord, and there were many deities called that.
I have not yet decided what they want to steal. Some of the merchandise?
Money of the guests. Valuables that are incidently stored where the
auction will happen (such as silver cutlery (if that already exists)) that
the guests should use. Overall i am tending to the last one.
