The main issue is sufficient damage and range. I think a HEPF-ABF warhead of 
100mm should be enough, capable of at least severely damaging the rotors (I 
thought there was a VE2 rule on maximum rotor armor, but I might be confusing 
that with the rule from Car Wars and GURPS WWII). Range is 4,300 yards with a 
speed of 300 yards/second (more than enough for a helicopter). It uses skill-15 
passive radar homing.

A NOE flyer might also be preferred for going over poor terrain.
