Hi, Windows U brings up the ease of access center. At that point you press alt-n to launch narrator if it doesn't start up automatickly. also I think the speech should start auto scanning the security center.
as far as windows U u twice to shut down, you can press windows then right arrow 3 times and press enter. This will shut the PC down. I do it all of the time without speech. Windows, then right arrow 3 times, then R will restart the PC. Sure it's 2 more keystrokes but it's doable.
