This isn't correct. The 7.0 CD will offer to upgrade if 6.1 or one
of the 7.0 betas are installed.

They're usually sent out soon after you've downloaded the upgrade. In
fact, if I remember rightly, you get the latest version of the software
instead of just the upgrade.
