I believe that from the CD, you can install WE 7.0 without having to
have had a version on your computer. With 7.0 upgrade, you must have,
already installed, a prior version of Window-Eyes, 6.1, not 6.0, but
6.1, since the folder structure is different, etc. If you download
from the web site, you must already have 6.1 running before you can
install 7.0 at all.

They're usually sent out soon after you've downloaded the upgrade. In
fact, if I remember rightly, you get the latest version of the software
instead of just the upgrade.
