It's long days...it's supplied by a Vietnamese keyboard name FreeCode - 
very popular in Windows 3.x days. The author is Phan V?n H?ng
I don't remember what charset it use but at that time...there are lot of 
Vnese charset at that time.
Additional info., the author also contribute his work to ABC keyboard 
driver.
