I myself against this decision, but I have to agree that for someone who only know English to join a mailling list whose content is more that 90% in Vietnamese is a little bit inconvenient, since he/she can't understand most of them. So I suggest that we keep the main mailling list multilingual, and some others language specific.
This sounds a good balancing proposition. I believe that people who are active members from these different lists will help in bridging the relevant posts from either lists.
