Can I understand that the suspect psu fan sucks air IN?
Can I also understand that the psu fan does NOT line up with the
'air system' interface of the case?

I'd see the PCB as NOT over-heated at all (my local problem!). So I will
vote for 'infant mortality.'
But, I might wonder about the fancy filtered air flow of the case perhaps.
Please. Not starting an argument thread here.
Starting to accept new case dynamics, I think. I will have to buy one of
these new cases in time.

in that particular case right side up ( fan on the bottom) no inlet for the airflow. That said the PCB is on the bottom when upside down.

I think I will investigate some more. I got time 8-)

But, I would ask why your supply was mounted upside-down?
No harm, no foul if the reason is because of air in-flow. I accept
there is a new paradigm with bottom mounted psus. Great idea!
Long overdue IMHO.
