The PURE (or original, unmodified, standard, un-moded) concept would certainly address the issue. Education of that should not be any more difficult than education of secure/insecure or any of the other filter options.
You could add a read-only cvar (similar to the way sv_secure works) that if set it disables certain api calls. Last time I looked the warcraft3 servers tended to have a lot of players on them.
