Your post gave me some hope since I was having the same error but I used the standalone SDK. I managed to get my mod working by setting the working directory in the Project's Debugging properties to the location of the HL2 executable. I then noticed that the sourcesdk environment variable wasn't set either so I bet it just couldn't find the dll where the ScopeSection procedure is.
