I notice that there is a ConVar listed in in_mouse.cpp: I think Andrew probably has the best idea.
Possible other route: cl_dll/in_mouse.cpp shows a Convar: ConVar sensitivity( "sensitivity","3", FCVAR_ARCHIVE, "Mouse sensitivity.", true, 0.0001f, false, 10000000 ); Maybe first try altering this on the console line, and if you get good results, replicate in code.
