Because people go to steam powered user forums and then get flamed, etc.

Because people go to steam support and get told they will NOT EVER be 
unbanned.

And then we have the programmers and people who know what they are 
doing, and know for a fact themselves that it wasnt a hack, and go out 
of their way to prove it that VAC had a false positive.

It will certainly be interesting to learn of the outcome of this.
