I have used both the upload and the download on and off and have seen no difference in the map load times. I think the load times would only differ for the players that have to download the current map not everyone. Do you run customs that would require frequent downloads? If you do you might want to provide a URL so they can download them prior to joining the game server. I've found that having a lot of people downloading a map does take a toll on the server.

My guess is the all of the clients experienced a timeout waiting for resources from my server, and when nothing came they finally pulled from the steam servers.
