I'm not seeing any problems here (WA, USA).

28,253 servers refreshed in 20.6 seconds and that's on my 768/320 dsl 
through a dlink di604 router.
Steam is set at 9999 rate.

If Steam rate is set too high it can cause the serverbrowser to go very slow 
and show a lot fewer servers.

The #1 culprit is usually a home router.
If you can, bypass your router and plug directly into your modem and see if 
you still have the same problem.
