Ian,
A lot of clients saw their Steam download rate get changed the last
update or two, and it's tightly linked to the game rate setting now so
changing one will change the other.
Check your Steam rate and make sure it's set correctly for your network
connection.
Check your MTU as well if you haven't since that can make a difference as
well.
I wrote a utility to test the mtu:

and I wrote one to lock the Steam rate so even if you change rate in-game it
will always stay the same for Steam:
http://qsextreme.com/SteamRate
Remember to exit Steam and restart for the new rate to take effect.
I really, really wish Valve would uncouple the two rates, they have almost
no connection with each other.
