In my experience, it's better to let Windows load balance them and not to
set any kind of affinity.

I ran 2 3.0 Dual Core Xeon boxes when TF2 came out. I could only get a
single 24 man tf2 server on each CPU, and the load was something insane like
90% - 95%. It was horrible. We switched to an oct core opteron and saw an
improvement, but we were still getting high cpu load. The new architecture
is where it's at. People are running full servers off a single C2D quad
without any lag. Simply can't be done with outdated processors...
