Definitely just got this on my Windows server just now. I thought I was getting it before, but now I see I wasn't. The server took 30-60 seconds to finally start changing level. Not sure if it's doing it every time, but I'll stay on my server and see.

Its completely random, but *always* at a map change if it happends. Haven't found a cause, nor a solution. VALVe, any tips or hints from your side? It starts to look like a steam issue as its cross game.
