Not completely, as people could still earn the achievements to feel like they're doing something which would mean four things.
1.) Not many people would use unlockers because they wouldn't need to. 2.) People who don't play often or who don't want to get achievements just to be on a level field with everyone else won't have to. 3.) People won't have to farm achievements and waste time unless for some reason they want to at that point. 4.) People who do want to have the weapons tied to achievements have the option of keeping it that way, but maybe there's a reward or another achievement that you have for *not* setting your weapons to be used for all achievements.
