Not being funny, but fakeclients are unbelievably easy to detect by Steam. It could get a list of connected players via A2S query, then Steam backend asks the server for a list of connected Steam users, then Steam querys each one of these reported users to see if they are connected to that server. If some of the users don't exist, or are offline, or are connected to another server, then it's obvious that the server is reporting fake clients.
