"Eliminates" the penalty? It still exists. The nerf affects both weapons
equally, and you underestimate the power of more frequent airblasts for 4/5
of the ammo. You could compare the weapons to the scout's FaN and
scattergun. The former is good for/against your average pubber, but the
latter is the obvious choice at a higher level.  The Backburner is only
useful if you can catch the enemy with his pants down, while while the
airblast is a direct counter to huntsman snipers and the explosive classes
(soldiers, demomen and engineers to a lesser extent). Let me fix that last
sentence for you. "...[the update] redefines the BB as an ambush weapon
while increasing the use of the airblast (as a counter to explosive classes
and to encourage teamwork to a lesser extent).
