There are plenty more servers that use the hat/item plugins *without* charging 
people money for them.

I'm also very firmly of the opinion that server owners should be allowed to 
modify the game as much as they want, provided their changes don't affect 
anything beyond the gameplay on their server. A plugin that gives people hats 
on a specific server is harmless (in so far as it doesn't affect peoples' stats 
or achievements or anything, or even the gameplay on that server), and there's 
no reason to prevent it from working aside from a stubborn insistence that only 
Valve get to decide who has access to what imaginary videogame headwear.

The main draw of Valve's games for me has always been that they're highly 
modifiable (particularly since so many bugs seem to slip through nowadays that 
it's often up to the community to make the game playable at all). When they 
start blocking stuff out (intentionally or otherwise) they're really hurting 
the game's appeal. The Source SDK is also in an increasingly sorry state, not 
to mention how complicated creating custom content for newer titles like L4D2 
has become. It's a discouraging trend and one I hope to see reversed.
