Hi,

Multiple SRV Records under the Same Domain are usually used for a sort of Round Robin System and clients would randomly choose one of them.
Its mainly used for Load Balancing.

But in the end it depends on the Implementation used to work with these Records how this case is handled...

Valve f.e. could choose to do as you proposed a Aggregation/List, when such a Domain is added to Favorites each Record is taken and the Server queried, in combination with the fact that there could be hostnames in the SRV Record(f.e. port 27019 and hostname srv1.tf2.example.org) it could then add this to the favorites/or if theres only an ip query the server so they could return their own hostname.

Or its added and each time its queried Valve Randomly chooses one of the two entries.

Also People Connecting to the tf2.example.org hostname could get a Chooser Displayed or randomly connect to one of the defined Servers.

Its all up to the implementation :)

SRV records have a port.

The only issue I see is how to distinguish between multiple records
with the same name. If you have two SRV records for tf2.example.org
[11], which do they connect to? Or would the Favourites list be an
aggregate of all servers of all hosts, regardless?

And to my understanding the majority of the server browser
wouldn't even have to be recoded, it would just need to store
the string rather than the ip, and then resolve it everytime
someone wants the server information. (Correct me if I'm wrong
