Yes, we re seeing this as well. Some of my Windows TF2 servers seem more prone to it than others. One server in particular I need to restart sometimes several times per day when prior to 3 days ago it could run a week or until an update came along without a restart. The issue I'm seeing is that at totally random times when the clients try to connect, they get the client message "Retrieving Server Info" and their client just hangs there indefinately. At the same time, the every player attempting to connect is actually assigned a ghosted slot in the server that will only close if the player disconnects and tries to reconnect. This causes the server to fill with ghost slots until they're restarted. My servers running the latest SM and MM, but so are my other ones and only 2 or 3 out of 15 are having the problem consistently.
