I've only seen this issue once, also on a Windows server hosted by NFO.
And restarting it fixed it back then.

Incidentally, when that DID occur on my server, is was immediately
following an update, so I wonder if it was missing a symlink/junction point
like Peter mentioned...  I'm not certain for sure if that's how it works on
NFO's side, but it wouldn't surprise me.
