What wickedplayer said. However unfortunate, server chains abused quickplay just to farm ad money, and in doing so they ruined the experience for many people. It really sucks that legitimate servers get punished, but what else could valve do? No matter what fix they valve could make, the server chain owners would just find new ways to exploit quickplay or even tf2 itself. Look at how bets.tf got around cl_disablehtmlmotd.
