Hi, Looks like your right, never knew this!
Setting a maxrate of 30000 does help lower the choke, but it's still at an unacceptable 20-30 choke with people moving around you. What I do not understand, is that clients with a rate 15000 setting, get 50-60 choke on our server, but when these same clients connect to a USA rented server of ours from gameservers.com, with the same rate settings, get no choke what so ever. I have the feeling something else is going on besides these rate settings. Many of us have thoroughly tested this and there is no question that having a low sv_maxrate will cause / aggravate choke. Client's can have choke independently of the server caused by their graphics card or system or internet.
