This isn't true.  I run all my Orangebox and Source servers, including TF2, 
DODS and AOC, on an Athlon XP 1700+.  They aren't 32 person, competition grade 
servers, but they run very smoothly, with no serious latency issues, other than 
the AOC server which has the same problems most AOC servers have.
